The city of El Paso operates animal services for El Paso County and smaller municipalities including San Elizario and Anthony, which lack their own shelter capacity. Under the interlocal agreements, animals are transported to the city shelter and municipalities receive monthly invoices based on intake and daily fees.

When the new pricing structure began in 2024, costs to the county and other jurisdictions increased dramatically. El Paso County's monthly bills climbed from approximately $8,000 to between $22,000 and $27,000, according to El Paso Matters. The Horizon municipality similarly saw sharp increases.

The cost spike prompted El Paso County and Horizon to halt payments for more than a year while they reviewed invoices, according to El Paso Matters reporting. Both jurisdictions began scrutinizing which animals were actually from their territory versus being misattributed to them based on incorrect address or ZIP code information.

The dispute centers on billing accuracy. Municipal officials contend that some animals charged to their jurisdiction actually originated in different areas, inflating their costs. The city bills based on where an animal is picked up or where the owner's address is located.

The funding disagreement emerged publicly during the city's recent budget sessions when the Animal Services Department disclosed the outstanding payments. El Paso Matters reported that shelter intake has grown, contributing to overall cost increases that municipalities must absorb.
