Doña Ana County appoints three acting managers after Andrews exits
CityBeat Newsroom · August 2, 2026
The Doña Ana County Board of Commissioners has appointed three people to serve jointly as acting county manager following the departure of Scott Andrews, according to KVIA.
Deb Weir, Lucio Luttrell and Stephen Lopez will provide leadership and support to county departments and employees while the board seeks permanent leadership, the county announced Friday.
The commissioners unanimously voted June 21 to end Andrews' employment contract. County Commissioner Manuel Sanchez said Andrews approached the board about leaving his position, but his contract lacked a provision for early departure. Commissioners determined that terminating the contract without cause was the only legal path to end the agreement.
In a joint statement, the three acting county managers said they are "honored by the Board's confidence in us and are committed to working together as a team to provide steady leadership, support our employees and ensure the County continues to operate effectively and efficiently."
